1 3/4 cups hot water

    In a large mixing bowl, combine the flour, granulated sugar, 2 tablespoons cocoa powder, baking powder, and salt. Mix well.

      Stir in the milk, vegetable oil, and vanilla extract until blended. Pour the batter into the prepared baking pan.

        In a separate bowl, mix the brown sugar and 1/4 cup cocoa powder, then evenly sprinkle it over the batter.

          Carefully pour the hot water over the entire mixture in the pan—do not stir!
